Undertake "lunar" approach - establish a scientific 10-year timetable for having an alternative fuel for transportation - just like John Kennedy set for putting man on the moon.
- $5 billion reward/contest annually for practical solutions.
- Begin more aggressive drilling for oil in Alaska; Open drilling in ANWR and on continental shelf for 10 years. Create restoration fund to repair any environmental damage.
- Encourage hybrid/alternative fuel auto use; offer incentives.
- Re-vamp rail system (rather than trucking) for goods (added benefit of safety and road construction savings).
- Speed limits (consider reduction to save fuel).
- Better road construction planning
- Interstate oasis (gas/food) at rest areas, rather than congested exits.
- Also consider gasohol and explore shale reserves.
- Energy is a security/defense matter and a worldwide problem as demand increases.
- Secure facilities and transport systems around the world from terrorists and monopoly.
- Construct additional gasoline refineries; plan 10 sites and have lottery to determine where to place. 2 sites on line in 2 years; hold plans for others.
- Additional exploration of wind, nuclear, solar, tides/waves and geo-thermal.
- Partner with Japan, China and India on long-term solutions.
- Explore South America resources.
Goal: Parallel paths - reduce foreign dependence and develop clean, renewable sources ASAP. Drill, reduce usage, research and repair.
Reasons: This issue is important for environment, security and economy. We must solve the problem which has been around for 30+ years. We must be more innovative. We must take the problem seriously as our economy and security are at stake.
