Illegal Aliens (from Mexico primarily)
- First and foremost stop the flow of illegal immigration.
- Registration for current residents, if they are responsible productive members of society then begin a fair and deliberate process for making them citizens (Temporary Visa - 15 year process to citizenship - education in English and civics; commitment to United States and payment of taxes. Reporting during period. If program is not completed, then lose Visa, receive no government benefits and must return to Mexico).
- Those with criminal records sent back
- Those with no jobs - 6 months training/job programs - if no progress, sent back
- This problem is causing a serious drain on our government services
- Coordinated efforts with Mexico - for example, joint U.S.-Mexico prison, border security and economic ventures.
- More border security - stop the flow (also reduces drug flow); funded by tariff imposed on Mexican products (unless verifiable standard of reduced flow is met)
- Discuss with Mexican government their objectives - remember illegal means not legal (i.e., they are not legally residing here)
- English remains primary language in U.S.; programs to teach English. Hospitals and universities must provide English translator for personnel who do not speak clear English.
- Review the current flaws in the system and find solutions (e.g., the use of cars donated to charity)
- Illegal aliens from other countries are subject to existing laws and enforcement is taken more seriously. Illegal aliens do not have right to vote or to government benefits - constitutional amendment if necessary.
- Stronger measures for tracking "legal" aliens
- We must coordinate the immigration policy with: (i) war on terror, (ii) education, (iii) government burden, (iv) crime and drug policy and (v) the economy
- Balance the concept of multi-culturalism against the need to preserve the American culture. In other words, we cannot lose the American culture, achievements, government and values to multi-cultures. A "melting pot" is not merely a conglomeration of separate cultures which retain their own identities. Rather, it is the bringing together or fusion of cultures into America.
Goal: Stop the flow of illegal aliens
Reasons: Illegal aliens provide a huge strain on California (and other) government agencies. We have allowed people to stay and build lives here; therefore if they are productive, positive members of society we can allow them to stay and obtain eventual citizenship over a long period of time. If not we must work with Mexico to send them back. However, we must stop the flow before addressing the issue of how to deal with those who are here. We should work with Mexico to stabilize economy there (also reduces drug flow). However, if Mexico will not work with us, then we must resolve the issue on our own.
